ABSTRACT:
This 10 page report discusses the bidding process and how it relates to state governments’ building and construction processes. Comparisons are made between the states of Washington and Oregon -- states with a common border and similar climates, although the population of Washington is significantly larger than that of Oregon. As a point for a third comparison, the report also considers the state of Virginia -- a different coast, a much larger population, and a much smaller geographic region. Bibliography lists 6 sources.
