In the late 1800s, Zebulon Reed Brockway - author of "The Ideal of a True Prison System for a State" - asserted that "the causes of crime are primarily in the person, secondarily in the circumstances that surround him;" since that time, myriad crime theories have evolved to correlate these two elements of criminal behavior. More specifically, the connection that exists between cultural identity and crime reflects a most critical component of what compels certain types of people to commit criminal acts.
