ABSTRACT:
A 9 page paper assessing the origin, development and effect of the mental health court. In October 2001, the Boone County (Missouri) Judicial and Law Enforcement Task Force submitted its final report of a survey of the county’s jail situation and included a recommendation that the county establish a mental health court as an effort to reduce overcrowding pressures in the county jail as well as prevent those suffering from mental illness being criminalized by virtue of being committed to the county’s jail. The paper examines the first such court established in Broward County (Florida) in 1997 and the King County (Washington) court reported to Congress in 2000, concluding that Boone County should adopt the structure as designed by King County.
