The concept of neoliberalism speaks to the changes that are occurring in relation to globalization and international politics within modern Latin America; however, it is not associated with the cause of democratization. An example of this can be found with the neoliberal export-oriented industrialization model, which was implemented during the 1980's and 1990's as a means by which to overcome the devastating effects that import substitution industrialization (ISI) had imparted upon Mexico's quest for urban existence.
