ABSTRACT:
This 10 page report discusses special education and the regulations associated with Section 504 of the Rehabilitation Act of 1973. Numerous topics ranging from legal issues to “least restrictive environments” are considered. All students with disabilities have a right to appropriate education but far too often, the definition of “appropriate” becomes the province of elected officials and budget analysts rather than those with the greatest understanding of the students involved. Parents, teachers, and school administrators must cultivate their own understanding of legal ramifications for “their” handicapped” children in order to serve as better advocates in the world of special education.
