This 25 page paper looks at the way in which the role, and the priorities, of trade unions have changed over time. The paper focuses on trade unions within the UK, but also uses the international examples. The paper starts by looking at the role and priorities of unions during the Victorian era, the changes in priorities, including the shift towards increased political involvement, and then towards increased involvement in pay negotiation. The changes are discussed in terms of both historic and social development, and a consideration of the way that some union relationships are gradually moving away from a conflict model to one of cooperation.
