ABSTRACT:
With the rumblings of war, Rome fortified its army with Italian allies into what ultimately became a war for plunder that lasted twenty-three years. Heavy losses of property and life did not deter the Romans' belief that they maintained a huge victory over Carthage. War thus became a means by which to enhance the city's appeal; it was by way of the First and Second Punic Wars that the Romans began to understand just how economically lucrative monarchy government can truly be.
