ABSTRACT:
(9pp) One of the difficult judgments to make in
the area of law and crime prevention, is to
determine when blame stops and responsibility
begins. One idea that is growing in popular
consideration is creating legislation, which makes
parents responsible for their minor children's
crimes. The major method of this logic is
"hitting the parents in the pocketbook." Although
this sounds like a clean and easy solution, it
really is a bandaid approach to a much larger
