ABSTRACT:
This 7 page report discusses one of the most famous police departments in the U.S., perhaps in the world and the problems of the Rampart division. What seems to be apparent is that many Rampart officers of the CRASH (Community Resources Against Street Hoodlums) program were willing to buy into the theories that have circulated throughout the past decade regarding the existence of “super-predators” whose violence can only be stopped by superior violence. They were willing to oblige and often set up their arrests by creating evidence to be associated with those they arrested, lied about the circumstances of the arrests, and generally mistreated those they wanted to or did arrest.
